Active/Inactive Lists: Increasing the game day active player list from 46 t0 49 players on games played on days other than Sunday or Monday.
A bit specific, but I agree. In fact, my contention is, with the increase in the salary cap, the roster limits should be increased to 55 or 56 players.
Practice Squad: Raising the limit from eight to 10 players.
No problem. The more the merrier.
Trading Deadline: Moves deadline up to 14 days prior to the league new year. (Gives players under contract for the upcoming year an opportunity to earn their current contract rather than being terminated.)
Not many people know when the NFL trading deadline is, so I see no effect here. It will benefit players, however, so why not?
Cutdowns and Player Limits: Eliminating the cutdown to 75 players on the Tuesday after the third preseason weekend. All cuts will be due by the Sunday after the final preseason game.
Gives teams an extra ten days to evaluate players and also allows for roster flexibility throughout the entire preseason.
Reserve List: Permitting more than one player to return to the Active List from the club’s Reserve/Injured List.
I'm in favor of a baseball-style "disabled list" where every player is eligible to return, so a big yes from me on this one.
Contact with Draft Eligibles: Permits each club to time and test at its facility 10 players who attended the League-wide Combine. Also permits clubs to attend any timing and testing session at another club’s facility that involves three or more draft-eligible players.
This was proposed by the Eagles, so I'm assuming they are tired of players visiting the Jets, Giants, Ravens and Redskins and bypassing them.
Resolution: Opening/closing stadium roof or other retractible body: Permits home team to open a closed roof and/or wall at halftime. Currently, decision is made 90 min. before the game and cannot be reversed.
Restraining Lines: Move kickoffs up to the 40-yard line.Will basically eliminate kick returns. The change was proposed by the Redskins, whose special teams have been awful the past few seasons.
Instant Replay: Subject personal foul penalties to instant replay review. Also, coaches will be allowed to challenge any official's call by calling a team time out rather than throwing the red flag.
Reviews by Referee: All Replay Reviews will be conducted by the Referee on a field-level monitor after consultation with the covering official(s), prior to review. During the review, the Referee will consult with designated members of the Officiating department at the League office Command Center. A decision will be reversed only when the Referee has indisputable visual evidence available to him that warrants the change.
Non-reviewable Plays: Re-organizes Article 4 and expands reviewable plays to include the recovery of a loose ball in the field of play.
Overtime Procedures: Eliminate overtime periods in preseason games.
Goal Posts: Extend the uprights an additional five feet above the cross bar.
PATs: Move the line of scrimmage for Try Kicks to the defensive team’s 25-yard line from the two.
Fixed Cameras: Cameras will be added to cover all boundary lines.
Personal Fouls / Clipping: Make rolling up on the side of the leg(s) of a defender illegal.
Starting the Game Clock: Game clock will remain running after a quarterback sack outside two minutes of either half.
Spotting the ball after a foul is called: The spot from which fouls will be enforced will be changed, as follows:
1. When the spot of a foul by the defense is behind the line of scrimmage, and the end of the run is behind the line:
NEW: the foul will be enforced from the previous spot.
OLD: the foul was enforced from the spot of the foul or the end of the run, whichever was more beneficial for Team A, and in any event the ball was not behind the previous spot after enforcement.
2. For defensive fouls committed during a running play before a change of possession:
NEW: the foul will be enforced from the spot where possession is lost, unless that spot is behind the line of scrimmage, in which case enforcement is from the previous spot.
OLD: the foul was enforced from the spot of the foul or the spot where possession was lost, whichever was less beneficial to the offensive team, and in any event the ball was not behind the previous spot after enforcement.
3. For fouls by the receiving team during post-possession (scrimmage kick) plays:
NEW: the foul will be enforced from the spot where possession is gained by the receiving team, or from the spot of the foul if that is behind the spot where possession is gained.
OLD: the foul was enforced from the spot where possession was gained by the receiving team, the spot where the ball became dead, or the spot of the foul, whichever was least beneficial to the receiving team.
Effect: Changes spot of enforcement for defensive fouls committed behind the line of scrimmage to the previous spot. Also changes spot of enforcement for defensive fouls committed during a running play before a change of possession, and for fouls committed by the receiving team during post- possession plays.
Reason: Simplifies penalty enforcement.
