Brown is working out without a contract, but according to reports, he has signed an injury protection agreement. From Rotoworld:

His presence at the "voluntary" session is confirmation that his broken leg is fully healed and that he won't be making a stink about his one-year, $2.02M tender. Brown was the Giants' 4th round selection in the 2009 draft, but injuries led to his release the next season. After stints with four other teams, the Giants signed Brown back to their practice squad in 2011.
He made the team last season, only to get suspended by the league for testing positive for Adderall, which was overturned upon appeal. When Ahmad Bradshaw's feet began to act up, Brown finally got his chance to play for the Giants.
He responded in a big way by averaging 5.3 YPC on 73 attempts (385 yards) and scored 8 TDs.
