The Arizona Cardinals, who finished 3-13, will have the No. 1 pick.
The Jets picked third last season but traded up from No. 6 so they could ultimately draft quarterback Sam Darnold. They picked sixth in 2015 and 2017, when they selected Leonard Williams and Jamal Adams.
They picked fourth in 2006, when they drafted D'Brickashaw Ferguson. The last time they naturally held a top-three pick was in 1996, when they drafted Keyshawn Johnson.
The first round of the draft will take place on April 25, 2019, in Nashville, Tennessee.
