The definition of "unconditional waivers," in the CBA, is the "process by which the rights to a Player are offered to all other Clubs, without a right of recall at a Waiver price of one-hundred and twenty- five dollars ($125) prior to a Club exercising its right to terminate a Player's SPC pursuant to Article 13 of this Agreement and Paragraph 13(a) of the SPC.:

Terminating the contract would remove Malone from the Rangers 50 contract list. He currently doesn't count against the Rangers cap.
Adam Rotter: Malone didn't work out but this type of player the Rangers are going to have bring in every year. With the money they have tied up already and their plan to be close to the cap, the Rangers will need to try out cheap, veteran players who are looking to bounce back or are looking for a second chance.
