PHOENIX - The Jets weren't just bad last season, they were downright dysfunctional at times. Todd Bowles knows it. Everybody knows it. And the Jets coach expects that to change.

Just don't expect him to drop the hammer on his players, or tighten the rules on what at times appeared to be his loosely-run ship. Bowles, as a former player, understands that stuff happens. And he doesn't plan on taking control with some draconian approach.

The free-agent market has thinned out a bit, but the Jets still have plenty of holes to fill. Yes, they still need a quarterback. But they have many other needs, too.

The good news is they still have a decent amount of salary-cap space and there is still help available. Here's a look at some of the non-quarterbacks still on the market who could be a fit:

CB Morris Claiborne (Cowboys) - The former sixth-overall pick (2012), he was long considered a bust before he began to finally play up to expectations last season - right up until he injured his groin. He's still only 27 and as the Jets begin a youth movement in the secondary it might be worth giving him a chance to prove his start last season wasn't a fluke. They'd need to move fast, though, since word is he could soon end up with the Ravens.

Ralph Vacchiano, SNY.TV:

Players always talk about the non-financial intangibles when they enter free agency, about their desire to find the right situation and play for a winner. But the truth about free agency often is this: Money talks.

Still, the real top players in the market sometimes have choices to make when the money is close, and that's where things could get interesting for Mike Maccagnan and the New York Jets. He's got the money to spend to begin the makeover his roster (approximately $37 million in cap space and maybe more to come). But if his top targets end up with multiple, lucrative options, does the Jets GM have the rest of the package to lure those players to New York?

It could be an interesting question right off the bat with a report already emerging that the Chicago Bears are ready to battle the Jets for free-agent quarterback Mike Glennon. Not that the Bears are in great shape -- they're coming off a 3-13 season and have missed the playoffs the last six seasons just like the Jets. Maybe Glennon, or any player, could make the argument that the Jets are the more attractive spot between the two.

The NFL offseason may be off to a slow start, but things are surely about to pick up with cuts and contract restructures on their way, and with the scouting combine just two weeks away.

With that in mind, here is our weekly look at some of the biggest questions facing the Jets, what's new about them, where they stand on finding an answer, and if any of the issues have changed.

1. Who is their quarterback?

They of course haven't answered this yet, but they did answer who'll be coaching the quarterbacks: new offensive coordinator John Morton and new quarterbacks coach Jeremy Bates. Neither has an extensive resume at their current positions -- or really working with quarterbacks -- which is interesting if they're going to be entrusted with developing a young quarterback.

Now that the Super Bowl is over, the New York Jets can begin cleaning up the wreckage from their 5-11 season and start yet another rebuilding project. Despite being on the cusp of the playoffs a year ago, they seem farther away than ever now.

With that in mind, here are some of the biggest questions the Jets must answer this offseason. We'll check back in each week to see how they're doing, whether any of the questions have been answered, and whether any have changed:

Leonard Williams was one of the few bright spots in the Jets' mostly dismal season. And now the 22-year-old defensive end is being rewarded for that with a trip to the Pro Bowl.

Williams, the youngest player to ever be voted by his Jets teammates as their MVP, was named to the AFC Pro Bowl squad on Thursday as a replacement for injured Raiders defensive end Khalil Mack

Brandon Marshall had 59 receptions for 788 yards and three touchdowns in 15 games for the Jets this past season.

Dealing with hip and shoulder injuries for most of the season, his production was down from his record-setting 2015 campaign, when he reeled in 109 catches for 1,502 yards and 14 touchdowns.

Before 2015, the 32-year-old Marshall had recorded double-digit touchdowns three times before in his career -- twice with the Bears (2012 and 2013), and once with the Broncos (2009).

Jets GM Mike Maccagnan said he was disappointed with the team's 5-11 finish this season, and wouldn't put a timetable on when they would be a perennial contender.

"We're obviously not happy with our record. But I do think we made some progress [with the youth]," Maccagnan told reporters while alluding to players such as OL Brandon Shell and CB Juston Burris. "We have some pieces we feel good about."

Maccagnan said he felt comfortable signing Ryan Fitzpatrick this past offseason, noting that all options -- internal and external -- will be on the table for 2017 at quarterback.

Ralph Vacchiano, SNY:

FLORHAM PARK, N.J. - The words came from his heart and the intent was to inspire, even if the sincerity and the message was often lost on some of his teammates. That was the problem Brandon Marshall faced this season. He wanted to unite his teammates. He divided them instead.

It's not that the Jets' locker room problems were his fault -- not by a longshot -- but there's no doubt the veteran receiver was in the center of it for much of the miserable, 5-11 season.

Marshall on 2016 struggles 00:03:55
Jets wide receiver Brandon Marshall discusses a disappointing 2016 season and where he feels his NFL career is going moving forward.

Ralph Vacchiano, SNY.tv

FLORHAM PARK, N.J. - Though he called this "probably my most frustrating year" in the NFL, and though he at times became a polarizing figure in his own locker room, Brandon Marshall made it clear he wants to be back with the Jets next season. He even joked "I'll play for free."

Now the Jets have to decide if the 32-year-old receiver with the declining production and controversial leadership style is worth bringing back, even at that price.

Marshall, of course, believes he is even after one of his least productive seasons - 59 catches for 788 yards and three touchdowns. But his lack of production is only part of his equation. Marshall is due $7.5 million next season -- a bargain for an "elite" receiver, but otherwise a hefty price. And perhaps more importantly, he spent much of this season in the eye of the Jets' locker room storm.

FLORHAM PARK, N.J. - The "dark cloud" that Darrelle Revis said hung over the Jets for most of the season caused a fractured locker room that never seemed to heal. And at least one Jet is convinced that the cloud of internal problems led directly to the team's miserable, losing year.

"It didn't help us," receiver Quincy Enunwa said on Monday. "You look at our record, it really hindered our play. A big reason for that is when you see the bad things that are going on, you kind of feel like you almost lose your purpose. You go into the season and you don't want to play for self. You want to play for team. But when team doesn't feel like a team, then you've got to start playing for self."

That is a damning assessment, and it seems to sum up the 5-11 Jets perfectly - a team that never really seemed like a team. They all came into the season feeling, as Enunwa said, "that we were a really good team." Then they were blown out in Kansas City in Week 3 and that served as a flashpoint for their new reality.

Did Bowles respond well? 00:03:46

Bowles said whether Richardson sits will "reveal itself on Saturday," adding to reporters that Richardson was remorseful, "discipline has been taken care of," and that Richardson "didn't go rob a bank."

Richardson told reporters that he understands why Bowles was upset with him, adding that the video was supposed to be a private joke with a friend.

He added that he was given his punishment, but as Bowles alluded to, will have to wait until Saturday to see if he's benched.

Should Richardson be suspended? 00:01:44
Jon Hein and Marc Malusis discuss whether Jets defensive tackle Sheldon Richardson should be suspended for his Snapchat fallout.

Jets DE Sheldon Richardson is under fire for offensive comments made in a Snapchat story, and Rich Cimini of ESPN says the team should bench him and then trade him.

"The video, posted to teammate Rontez Miles' Snapchat account, is offensive on many levels," Cimini writes. "That he made those remarks before a game -- in the locker room, no less -- speaks to Richardson's mindset. Clearly, he wasn't focused on football or the Miami Dolphins two hours before a prime-time game."

During the Snapchat, Richardson says, in part, "you know, pregame sh*t, where the ho's at?" He then says, "f*ck this," followed by either "game" or "guy," with the last word somewhat unintelligible.

From the outside it looks like chaos because that's the way it always looks when a team with high expectations goes into nosedive. It starts with the losses. Then players get angry. Some of them fight. And as the frustrations mount, rules are broken. A picture is painted of a coach losing control.

But that's just not the way it is with the Jets, where Todd Bowles remains firmly in charge, well-respected, and not in any apparent danger of being fired. As for the noise, the chaos, and the perception of a mess …

It's Ryan Fitzpatrick or bust for the Jets, as far as Todd Bowles is concerned - even though this season has already turned out to be an enormous bust.

Never mind that, though. Bowles, in a decision that is nearly impossible to justify given the current state of the franchise, insisted on Monday that he will stick with the 33-year-old Fitzpatrick at quarterback if he's able to play on his sprained left knee. And don't try to tell Bowles that this season is over, that it's more important to see if the 25-year-old Bryce Petty can be the Jets' quarterback of the future.

Despite the Jets holding on to DE Sheldon Richardson at the trade deadline, the team could still deal him before the start of the 2017 season, reports Rich Cimini of ESPN New York

With the Jets needing to fill other holes and Richardson's salary likely to increase after next season, Cimini writes there is a good chance the Jets look to trade him before the 2017 draft. However, sources tell Cimini the Jets would not likely receive a first-round pick in return because of Richardson's two suspensions for off-field incidents.
