The MLB and MLBPA announced a series of rule changes/modifications that will be in place for the 2017 regular season.
Among the changes is the elimination of the four-pitch intentional walk. Instead, the defensive team's manager will signal a decision to the home plate umpire for an intentional walk. The umpire will then immediately award the batter first bsae.
For replay reviews, there will be a conditional two-minute guideline in place for replay officials to come to a decision. In addition, crew chiefs will now be able to invoke replay review for non-home run calls beginning in the seventh inning instead of the eighth.
An addition to Rule 5.07 was also announced, which stipulates that a pitcher may not take a second step toward home plate with either foot or reset his pivot foot during delivery. If a runner is on base, such an action will result in a balk. If the bases are empty, the pitch will be deemed illegal.
